Donald Trump's national security strategy offers a misguided assessment of Europe. It claims that unrestrained immigration and so-called "progressive" policies represent an grave threat to the continent's identity. However, this perspective is based on a fundamental misreading of the reality. The true challenge facing Europe is not cultural but technological and economic backwardness.
The Stark Growth Gap Between the US and Europe
The data reveal a sobering contrast. Between 2008 and 2023, American economic output surged by eighty-seven percent, while a paltry thirteen and a half percent growth for the European Union. Over this period, EU GDP per capita dropped from over three-quarters to just half of the American figure. Remarkably, even the poorest US state now has a greater average income than several leading European economies like France and Italy.
Today, about half of the world’s 50 largest technology firms are American, while a mere four are from Europe.
The Innovation Deficit: A Critical Problem
This widening economic gap stems from stronger productivity growth in the United States, fueled by technological innovation and better use of resources. The landscape of global tech leadership is decidedly US-centric. In the last five decades, hundreds of American startups have grown into enterprises valued at over $10bn, compared with only fourteen in the European continent.
This disparity prompts a pressing issue: As the competition for future industries like semiconductors, AI, and fusion energy, where does Europe positioned? Most analysts agree it is largely a contest between two involving the United States and China, with Europe entering at a clear disadvantage.
Underlying Factors of the Continent's Technological Lag
Several major factors account for this technological divide.
- Financing Ecosystem: The United States has a much more robust and more dynamic system for funding startups. The EU still lacks a genuine capital markets union, which caps the scale of new firms.
- Regulatory Fragmentation: Excessive and fragmented rules hamper European business. A US startup can introduce a product under one regulatory framework to access a consumer base of hundreds of millions. The European Union, despite a bigger population, is split among 27 different national systems, creating huge internal barriers.
- Cultural Attitudes: Attitudes toward entrepreneurial failure vary greatly. In parts of Europe, business failure was once met with penalties, whereas in the United States, it is often considered a valuable lesson.
- Military Investment: The US benefits from a deeply integrated academic-military-industrial complex. The continent's chronic underinvestment in military capabilities has eroded its capacity for pioneering research.
A Path Forward: Reasons for Hopefulness
In spite of these challenges, one can find causes for hope. Policymakers are growing more conscious of the existential challenge and have begun to advance substantial change. Notable analyses on European competitiveness and the internal market point to the necessity of sweeping reforms.
With the right incentives and rule changes, these assets could support far greater degrees of business-led breakthroughs.
The continent still possesses considerable strengths: skilled workforce, excellent schools and universities, and premier research institutions. Coupled with a vast domestic consumer base and substantial household savings, these elements have the potential to trigger a new wave of venture creation.
Crucially, even if Europe does not become the leader in developing cutting-edge technologies, it can still dramatically boost economic output by adopting and adapting innovations from other regions.
A Critical Juncture
The European Union now stands at a critical crossroads. As the saying goes, decline often happens "slowly, then all at once". So far, the continent's technological decline has been gradual. However, without bold steps to address its deep-seated problems, today's gradual weakening could turn into a sudden and irreversible loss of global economic relevance.
