Sheffield Wednesday Deals with a 'Significant Problem', States Football Regulator

'We will play a key role in football's future' - newly appointed regulator the regulator's chair

The team's current difficulties are seen as a "significant problem" and the independent regulator is aiming to acquire authority to investigate clubs in such situations, its new chair the official has announced.

Through a comprehensive talk, the regulator, who was named to the position this week, showed understanding towards supporters of the Owls.

The chairman convened with four fan organizations associated with the South Yorkshire club in recent days.

The football club have been struggling on and off the field in this season, with the club missing wage payments on multiple instances, including in September.

"Obviously the club has become a significant problem for EFL and a significant problem for football," the chairman stated.

"Sheffield Wednesday is one of the great brands for football in England and this week we have met fan representatives.

"Our aim is to acquire the ability... which will allow us to have Sheffield Wednesday - and other clubs submitted for our review if they warrant scrutiny and addressed."

Economic Challenges and Ownership Situation

The club's controversial proprietor Dejphon Chansiri suggested earlier this year he would be open to selling the club at their home ground, but he has not been able to secure a deal with potential new owners.

Delayed salary payments on time in earlier this year caused limitations by the league officials in June, stopping Wednesday from completing any recruitment activities for the following recruitment periods, although that restriction was lifted in late summer.

Authority's Position

Kogan said: "The position was created for the fans of Sheffield Wednesday, other clubs in similar situations where supporters are loyal to a local institution that has represented their community in many cases.

"I fully appreciate the club's situation, as I do for every team that in modern times have encountered failure, or approached financial ruin, for factors unrelated to the fans themselves."

When asked if the authority might compel an owner to sell a club if they are considered unfit, the chairman responded: "When asking whether 'would we intervene in the final instance?', the response would be once we gather the evidence and comprehend the circumstances, we will."

But Kogan stressed that forcing owners to sell clubs would be considered the final option and the authority would rather to work with them.

"Our least desirable course of action is start getting involved with an individual club, an particular chairman, without being able to work with that chairman to fix the challenges confronting the team and the proprietor's dealing with," Kogan said.

"However, realistically, when you examine the past of the game, over the past few decades there have been certain proprietors, not many, but some who have been irresponsible in the way which they've been managing their organizations and finally refuse to accept accountability for the coming years."

'If we get it wrong, extraordinary progress vanishes'

The chairman convened with delegates from multiple organizations to lay out the remit of the oversight body this week and insisted it was a "forward-thinking discussion" with a "high level of engagement" from the National League to the Premier League.

"It's a job that's actually really important, because if errors are made, if the sport makes errors, the significant advances achieved could disappear rapidly," Kogan said.

"This represents everyone's worst fear in the context of the English game is a substantial accomplishment - we need to continue the progress.

"Considerable investment coming into football and has come into football for the past two decades, because there's no guarantee it will persist in entering the game, which is one of the reasons why I think we have to maintain a focused outlook on risk and of course, of the immediate future."

Premier League Concerns

The Premier League opposed the creation of a regulator because of fears of a negative impact on the elite division's competitive balance, but Kogan said: "I'm absolutely committed to the achievement and development as an economic entity of the Premier League.

"As someone who appreciates the apprehension regarding damaging the division as a high-quality offering of this country. But concurrently, if you engage with division representatives after this week's discussion, they would have had a high level of reassurance -and, in fact, they have been telling us in private they have a considerable comfort."

Political Connections

Kogan is still facing a "thorough examination" by the official appointments authority after he acknowledged providing funds to the Labour Party in recent years.

The chairman provided financial support for Culture Secretary the politician's campaign, along with that of the government leader.

"I have been entirely transparent regarding my former ideological connection [with Labour], and that political affiliation came to an end the day the parliamentary committee confirmed my selection," Kogan said.

"I currently have no participation in any form of political activity."
